A man from Bangor and a man from Milford have been arrested and indicted on charges of child exploitation and sex trafficking, authorities say.

The Penobscot County Sheriff's Office says the investigation was a collaborative effort between local and Federal law enforcement agencies.

 

"As a result of an #FBI Boston Child Exploitation - Human Trafficking Task Force investigation with our partners, Agasha Carvalho, of Bangor, Maine, and Donovan Miller, of Milford, Maine, have been indicted for sex trafficking and child exploitation offenses."

According to court documents, both men initially appeared in court for arraignment in November of 2025, pleading not guilty to the charges against them, but were ultimately indicted by a federal grand jury.

"Carvalho, 45, of Bangor, was indicted for production of child pornography, transportation of child pornography, possession of child pornography, and conspiracy to commit sex trafficking by force, fraud, or coercion. Miller, 38, of Milford, was indicted for conspiracy to commit sex trafficking by force, fraud, or coercion; four counts of sex trafficking by force, fraud, or coercion; and production of child pornography."

We're told that the FBI, based in Boston, worked closely with the Penobscot County Sheriff's Office, the Bangor Police Department, and the Department of Homeland Security on the case.
