A Jay man is charged with arson for setting fire to his mother's house, for the second time.

24-year-old Devin Penney was arrested by state Fire Marshals on Tuesday, and charged with arson. Officials say Penney had recently completed treatment at a health facility in southern Maine, after he started a fire outside of his house on the Intervale Road in Jay on July 23rd. While Penney lives in the home, it actually belongs to his mother, who no longer resides there. This fire primarily damaged the siding and outside of the house, as well as damaging property from former housemates.

This is the same house Penney damaged on August 9, 2017. That fire caused minimal damage to the home.

Devin Penney was taken to the Franklin County Jail and is expected to be arraigned on Thursday in Farmington.
