Umbrella Sky

This year there are more umbrellas, and a couple of other sweet features added to the display, including a couple of upside-down umbrella benches.

Is there a maintenance budget? And who's responsible for that and how does the repair work get done?

The installation is in part an effort to drive more foot traffic to that area of town, but also to create a picturesque space of whimsey.
