Bangor Husband, Wife Charged In Ohio Street Drug Bust

A man and a woman from Bangor are facing charges in connection with a drug bust at an Ohio Street apartment building familiar to drug agents.

Peter Spann, 54, is charged with Class A Aggravated Trafficking in Schedule W Drugs (Heroin and Crack Cocaine) while his wife, 54-year-old Diane Spann was charged with Class C Possession of Schedule W Drugs (heroin). The trafficking charge was elevated to 'aggravated' because the apartment building is located across from a city park which is designated as a 'Drug Free Safe Zone.' Peter Spann has three prior drug trafficking convictions. Both he and his wife were taken to the Penobscot County Jail where Peter's bail was set at $25,000 cash and his wife's was set at $2,000 cash.

The arrests are the result of an investigation that included the undercover purchases of both heroin and crack cocaine. Those transactions were the basis for a search warrant that was executed at 100B Ohio Street on Thursday night. Agents seized approximately 9 grams of heroin, $3500 in cash, and other evidence of drug trafficking at the Spann's apartment. The suspected street value of the drugs seized was approximately $2,500.

This is the second time that Maine Drug Enforcement investigators have conducted a search at the same building for drug trafficking. The apartment house at 100 Ohio Street is still under the same ownership and is the same location where drug agents arrested numerous people in 2011, following an investigation into the sale of crack cocaine. In that case, several people were convicted in federal court on drug conspiracy charges and a significant New York-based drug trafficking organization was disrupted.
