Is LePage Suggesting We Shoot Drug Traffickers if We Have an Encounter With One?

Governor LePage spoke to the media today and continued to talk about the growing heroin epidemic in Maine. He was asked to follow up on yesterday's guillotine statements. He said although it was a joke, he would consider proposing Maine bring back the death penalty during the next Legislative session.

He's showing no signs of easing up on heroin traffickers coming to Maine. In the the video above from WCSH (at about the 2:30 mark), he states, "Everybody in Maine, we have constitutional carry. Load up and get rid of the drug dealers."

Is this another joke or his he insinuating that we open fire on heroin dealers?
