"The man reportedly was rubbing his genitals over his clothing, grabbing the female by her arm, and making a statement to the effect of instructing her to assist him. He refused to leave the vehicle despite the victim yelling at him to do so. Just prior to police arrival, the male exited."

Once authorities arrived, the victim was able to positively identify Anderson, who was standing in the vicinity of one of the adjacent businesses.

According to WGME, this is not Anderson's first encounter with area law enforcement. Earlier this spring, he was arrested after he allegedly followed and eventually grabbed a different woman, in broad daylight around 1 PM, right in Downtown Bangor, as she was walking away from a local business. In that instance, he was also charged with assault.
