According to songfacts this story was told to Howard Stern by Billy Joel. The story is, before Billy was born his father had fled Austria to America to escape the Holocaust. However, when the war was over he divorced Billy’s mother and left Billy and his family to return to Austria where he would eventually start a new family. When Billy appeared on The Howard Stern show in 2010, Joel revealed:

I don't always know what a song is about when I write it, and I came to realize that I was dealing with his feelings about my father in this song (Vienna).

Billy also names Vienna as one of his favorite songs.
